How tier is read

Tier is derived, not recorded. The forge stores no tier, so it is computed from the files a change touched against the surfaces the delivery brief declares Tier 2. It is deliberately never inferred from who merged the change: that would prove the claim with the claim, and a Tier 2 change merged by the agent would be quietly relabelled Tier 1 and look correct.

What protects it is that the brief is version controlled: any earlier classification is recoverable, and any change to it arrives through a reviewed pull request.

Pull requests before #11 cannot be attributed. The agent authenticated with the operator's own token, so merged_by reads the same for both, and squash merging had already rewritten the authorship trailer. That history cannot be reconstructed. It is shown as unprovable rather than guessed at.
